A small module that parses a web format schedule of Mirea.

• Refactor: Simplified and streamlined specialWeeks exclusion logic.
• Fix: Corrected week filtering to ensure specialWeeks are less than the maximum allowed weeks.
• Fix: Updated year calculation to dynamically derive the current year instead of using hardcoded values.
• Refactor: Changed default encoding from cp1251 to utf8 for better compatibility and consistency.
• Feat: Update package dependencies to support specific version ranges
